Legionella has a special role in the fact she is a seer. Legionella rarely ever appears, spending most of her time in the shore by the border between Plague and Water.
She has free permission to enter the clan, by the promise that the prophecies she brings will always be true. Her loyalty to the clan, and the weight of her visions, means every visit is a special occasion. The entire clan being summoned by the ritualists to hear what Legionella has to say. Even if most of the time, the clan does not know what Legionella talks about.

The entire clan is required because it is not always certain who the prophecy is about. But when the time comes, the dragon concerned will know what is happening when the vision occurs.
If Legionella knows which dragon is concerned, and the event is too small of importance, she will seek out the dragon privately to inform them.

Her lair is in a fleshy cave along the cliffs/shore, curiously furnished with bones, treasures and trash she finds in the water. She has two uniquely crafted pillows, one for her pearl and one for her cat (Irregular Nekomata), Precious.
