Tacitus is the eager young leader of the lightning clan allied with Iudicium; his rich uncle died when he was young and left him with a large plot of land and nobody to inhabit it - the Bluejet Rock. He's slightly unusual in how he behaves, having grown up alone aside from an eccentric neighbouring dragon; but when his now-mate Azar stumbled to him with horrific injuries, he began his journey to leadership.

When neighbour Minerva recommended he seek out the talented-yet-reclusive mechanic known only as Kardashev, Tacitus had a purpose. After several weeks of searching, with Azar left in the care of Minerva, he found the ill-mannered imperial taking refuge in a cave on the outskirts of the Tempest Spire after fleeing the factories of the Stormcatcher himself. After some convincing involving permanent residence in his little lair and as much treasure and equipment as he required to continue his work, Kardashev returned to the clan and replaced Azar's broken wing arms with bionic alternatives.

Azar and Tacitus have a deep bond, she is the eye to his storm and the two are practically inseparable.
