Hierarchy
Aside from the Prime, there is no formal hierarchy in the Clan; seniority is favoured, but if a newcomer proves their strength of character, they may find themselves in high regard.
The Prime is the dragon deemed head of the Clan. For the most part, it is a formality; their authority is reserved for times when the Clan is divided. The role of Prime can be challenged and, if the challenger has most dragons' support, overtaken. Otherwise, the Clan values all dragons' voices equally and operates democratically.
Sennar is the current Prime.
With that said, cultural attitudes can influence social standing. An informal group called the "Inner Circle" are dragons that are close to the Prime - like close friends and family - and may have sway over the Prime's decisions.
Currently, the Inner Circle comprises of his eldest children - AigueMarine, Boewing, and Cleopatra - Dreamchaser, Dante, Phoenix, Callipso, and Stellar.
Sage's Runescroll
The Runescroll is a symbol of leadership, courage, and wisdom; when the time comes for Sennar to step down, it will be given to his successor.
It is not exclusive to the Prime; Phoenix also wears a Runescroll, as she is among the most respected dragons of the Inner Circle and will most likely take up the mantle after Sennar.

It was a love foretold by the stars; the world fell away the moment their eyes met. Destiny fell upon them like a boulder - in their hearts, they knew their Clan would be powerful. Perhaps not for many years, but one day, it would be strong.
These dragons weren't typical. Something about them was otherworldly. It was Sennar, Fang, Dreamchaser, and Dante that were first drawn to join them.
Letha may have been their leader in the beginning, but seeing Sennar's wise, confident, and contemplative nature made her step back. He was the charismatic presence they needed. And it worked; dozens more dragons have been inspired by Sennar and chosen to spend their lives with the Clan.
The Migration
It was a tough decision to move from Plague Flight to Light Flight; many generations were raised and exalted in Plague. It is always difficult to leave the familiar for the unknown. The elders were proud of thriving in the Blight Sanctum.
But younger members of the Clan felt that it was time to move on. They didn't believe that survival should be hard-earned; they wanted a future free of struggle.
Sennar himself - along with most of his loved ones - wanted to stay. He wrestled with his own beliefs and the values of his clanmembers. It was Boewing and Cleopatra that lifted the cloth from his eyes; his own son and daughter sided with the migration, and they told him that if he continued to be a stick in the mud, more than half of the dragons would leave without him to form a Clan of their own. Sennar realized that his heart lay not with Plague, but with the ones he loved, and the prospect of losing his children drowned out his apprehension of joining Light.
In the end, no dragon stayed behind, even the most vocal opponents. United, they migrated across the realm, and settled into their new home with ease.
