He has spent his whole life trying to topple the extremely corrupt Lightning government, and as he is in his dying moments, he realizes his life was for nothing. He couldn't do anything to save the victims of mind control because he didn't have the power to. He was a dragon with many regrets, the rotting skeletons in his closet. His only hope lies in his platonic soulmate Azzelte finishing the job for him. (Why and when did he die?? Do you really want to kill beloved Cedric off, Quetzal??)
