Illiya

Illiya Fyak Noneborn is the matriarch of the Sceleri clan, the group of rogues who control the territory of Siupas. She was born with an unusual mutation that gives her control over the tendrils that burst from her wings. Illiya is generous, allowing space for straggling dragons to join, but she is known for ruling with a strong hand, and she does not hesitate to exalt or exile anyone who dares cross her. Like the leader of Rikorak, the rogue clan of Boscosa, Illiya struck up a deal with the Siltwalker: protection and amnesty in exchange for exalt sacrifices. In Sceleri, Illiya has instituted breeding seasons in order to produce young to be exalted to the Siltwalker. No more than two eggs may be saved per clutch. She has been challenged on multiple occasions for showing bias toward her own children, and to appease the starved and angry dragons, she exalted two of her own children, Gvodoc and Cirro, to the Siltwalker. The powerful leader is expected to reign for centuries to come.

To the surprise of many, Illiya's preferred mate is Hiriko, a calm and passive dragon. Hiriko lost his sight during the Great Cataclysm, but he and Illiya found each other and have been Preferreds ever since. Together, they have had a number of children, but all have been exalted but Illiya's first daughter, Stayer.
