If Equal to Lesser, then less than or equal?

As the clan queen and matriarch, Equal is the ultimate and final authority, known for her cool head in a crisis. She prefers not to get involved in disputes if at all possible, always allowing Lesser ample time to work towards a resolution. She manages the clan with a light but organized touch although she keeps an eagle eye on delegated work from a distance. She does have occasional flashes of temper but they dissipate quickly, and the thing she hates most is when Lesser has to smooth over a situation that she herself instigated. With age she has learned to pull her punches, but her glare still sends her subordinates scurrying.
