THE CODEKEEPER
Cielle is the clan's code enforcer--of what little code there is among the dragons of the Rising Phoenix, that is. Being a Fire clan, they have a certain passion for chaos in all its forms, and their "rules" tend to be more like loose guidelines, to be broken without a thought if the circumstances justify it.
The truth is, no one "elected" Cielle to such a position; she just started doing what she does and they let her go about it. She has a sense of justice that runs deep, and she considers breaches of the clan code to be a heinous offense for which punishment must be dispensed. In ends up actually being helpful, most of the time: since the island is an inter-flight hub that gets many visitors, it inevitably attracts a number of troublemakers, as well. Cielle ensures that such dragons are dealt with swiftly and mercifully, which is as much to protect them as anyone else: if a situation is allowed to get out of hand, the War Council is rarely so kind.
