It is a respect issue. You would be fined/put in jail in real life for trying to solicit so I don't see why doing so online makes it okay. I can't fathom why people seem to think they can break the rules on common courtesy online.

Then exalt them. You get treasure for them for doing so. But randomly messaging strangers to buy dragons from you (especially if you do not know that person) is rude. I may be coming off as a bit harsh, but I am definitely not being rude.

No and it is pretty rude to friend people just to try to sell dragons. Use the forum or the Auction House like everyone else before you get yourself banned for spamming.
