The Council of the Rolling Tide began ages ago, when a soft-spoken, lonely tundra by the name of Ichiel found his homelair destroyed and had to migrate himself and his dragons across the land, into the territory of the Tidelord. Now he makes the Flats his home, and is very willing to protect it, no matter the cost.
