At the base of the Observatory's Isle, the sand and caverns meet the sea, and Soliton City looks out over the waves. Nestled into the space between a cliff and a natural arch, the City and her Academy breathe the sea air together.

By far, the largest number of the dragons at play are members of the Academy; a branch of the greater community of Arcane's schools, under the Starseeker cluster. A great library, that branches up and down through the cliff face. While it is a part of Soliton City's domain, it is more accurate to say that Soliton City and The Academy are two city-states long allied than it would be to say that one is under the control of the other. The scholars of the academy are often meddling in the affairs of other clans, with its Chancellor often the source, whether it's obvious or not.
