A playful demonic entity gathered dragons together in order to amuse himself by tormenting them. Given the dragons he chose for his clan, it is quite possible that he is colorblind.
He does take the Windsinger's commission seriously, however -- the purpose of his lair is to grow, explore, enjoy life, and exalt as many dragons as possible. Being a demon, he usually exalts the dragons' spirits after ritually sacrificing them on an altar blessed for that purpose. He doesn't know whether the Windsinger gives them new bodies when they arrive, or uses them as spirits; he saw Mika created out of thin air when he swore himself to the god's service, so he knows that the Windsinger can.
