Cloudy Palace is the place the Sky clan lives in. Cloudy palace, is as expected, is in the clouds. The Sky clan isn't necessarily harmonious, it's more of an extremely lawful and "organized" place. This clan is the only one with a leader, and even with a leader about 1/4 of the dragons aren't loyal to the leader. The current leader is Dawn, with her advisor Zircon, and Generals Opal and Irdes.
