These dragons are the ones who are in trouble. they can et out of the dungeons after their time has been served, and their job is to got scavenging and digging, sometimes expanding the caves. these are hard, backbreaking jobs. if a dragons crime is to horrible, and deemed "no-returners" they are exiled and left to die on the stretch. the will join the afterlife, but with great dishonour, and become slaves for all of eternity.
