The problem with Eternally Youthful dragons is that they lack functionality. No coli fighting, no breeding, no skins/apparel. There's a divide on whether EY dragons are actually hatchlings or adults that got smol for whatever reason, and this tends to define debates about allowing EY dragons in coli or to breed.
Soooo what if the Scroll of Eternal Youth operated like the Silhouette scroll, in that it gave the dragon a toggle to appear as a hatchling or dragon at the will of the user?
With the EY toggle on, the dragons would appear as a hatchling with all the restrictions thereof. But if you wanted to but that dragon into the coli or breed it, all you would need to do is flip the toggle and boom, it's an adult and can do adult things.
Using the toggle could be similar to the Silhouette scroll in that you must meet certain restrictions before changing art state so that the dragon will not be doing anything not-hatchling-friendly in its new state. This may include:
Remove any skin
Remove any apparel
Make sure it's not on a coli team
Make sure it's not on a nest (maybe)
Dragons can currently swap between Hatchling and Adult Dragon through the use of the Scroll of Eternal Youth and the Scroll of Maturity. This is too expensive to be worthwhile for casual coli, but it does show there is site capability for a dragon to change age, and the Silhouette Scroll give precedence for an artwork toggle. There is plenty of precedence for EY Dragons with coli levels and offspring, so if you find this squicky, well, it's already here.
I do support and would prefer that EY dragons as they are now should be allowed into coli, but this could function as an easier midground on programming terms. But I feel a toggle instead of a permanent change allows for more functionality and flexibility, and might appeal more to the "no child soldiers" camp. The scroll's name might need to be changed to "Intermittent Youth" though. :P

Hmm. I think there could be some coding issues. Coli teams and dragons who are tending nests might cause some trouble, but I bet there'd be the easy work around of dragons not being able to switch to newborns while tending a nest or in a coli team. I can absolutely support this.

I get too many pings, please PM if you ping and I don’t respond
I'm always going to support suggestions that give EY dragons more functionality, because they're pretty novelties right now but lose almost all ability to interact with the site. It's a trade-off that just doesn't appear to be worth it to most players.
If I'm honest, I'd rather see EY dragons just have less restrictions, but at this point it doesn't look like that's happening. A toggle to 'turn off' the EY is a compromise that I can get behind, at least.

It is regarded as unwise to harvest claws of a kamaitachi. These weasels travel in family units, and the survivors are known to hunt collectors down.

That's literally impossible to code - hatchlings and dragons have two different lists of things they can, and cannot do.
Anything to give EY dragons more functionality is going to cause "coding issues" but they desperately need it. However, it's already possible (but expensive) for EY dragons to go from Hatchling to Adult Dragon back to Hatchling again with the use of the Scroll of Eternal Youth and the Scroll of Maturity. The Silhouette Scroll also gives precedence for changing the appearance of a dragon to another art set, and it has restrictions too. I believe everything in my proposal is within the site code's ability to handle.
With the Silhouette Scroll, A male-appearing dragon can't be toggled to appear female while wearing a skin, because skins are sex specific. So you have to remove the skin before changing pose.
Likewise, before toggling a dragon to appear as hatchling, you would have to remove/undo anything a hatchling can't do, such as:
Remove any skin
Remove any apparel
Make sure it's not on a coli team
Make sure it's not on a nest (maybe)
any other restriction I missed
I don't know what would happen to battle stones, I'm not gonna waste gems to find out with the current means. I would hope that battle stones simply become hidden when the dragon is in Hatchling mode and are restored when they are an adult.

I don't have and don't plan on getting any EY dragons, so I don't have a hand in this metaphorical ballgame, but I also don't think that it's our place to worry about coding. The devs know better than us what they can/can't implement. That said, I think this would be fine enough with the restrictions, like you mention. I think you're right that the silhouette scroll did set a precedent for how to handle this. Support from me, I can see how a lot of players would enjoy this.

As a huge fan of EY dragons, I'd hate to see this. I would far prefer being given the ability to purchase skins for EY dragons and utilize apparel on them.

While I wouldn't mind this, I feel that it would be simply better to allow EY hatchlings in the coliseum and allow skins for EY Hatchlings.
One thing, this would negate the need for the maturity scroll, making it pretty much obsolete (I mean, how many people actually use it on regular hatchlings, as I don't think the maturity scroll touches the breeding cooldown, so the only reason to use it on regular hatchlings is because you want to dress them)

You are right, it has zero impact on cooldown.
