Excuse me, but I'm new to FR and I'm wondering what is a pinglist? And what does the breeding pairs pinglist mean?

The pinglist is basically a list of people that want notifications for all or only certain pairs (or anything else, depending on the thread).

Breeding pairs pinglist is a list of people that want ping for only some pairs, instead of all the hatchlings I post here. For example, you might want ping only for Crimson and Sherry, so you'd ask to be notified only when they have hatchlings.
