As someone else has suggested, if two people submit literally identical dragons, and that dragon happens to win, it will go to the first person to submit that dragon unless the posts are extremely close in time. Otherwise, there's too great a chance that the second person saw the first person's entry.
In the event that two identical dragons are submitted close enough together that it's clear there was no copying, and that dragon happens to win, I'll probably just flip a coin to decide who gets the familiar.
Anyway, great question, and I'm adding it to the FAQ.
