Does the Scroll of Maturity also allow said matured hatchling to breed right away?

@Ergo No, as the tooltip says "A magical scroll that will immediately age one hatchling into an adult dragon. (This item does NOT remove the dragon's breeding cooldown.) "
There's Swiftbrood Boon which cuts a dragon's cooldown in half and adds it on to the next cooldown but it can't be used until after a dragon's first breeding.
