I just bought $20 gems in the past 30 minutes and they haven't came in yet. I checked my paypal and it's been confirmed that the payment has been taken out but my account Gem balance is still 0

If you search for gems in the knowledge base, it tells you to wait a minimum of 24 hours for gems to appear. Beyond 24 hours, you can send in a support ticket.
