(just chiming in to say I'm also getting this issue with toxic tonic; I occasionally get a trinket drop but don't think I've ever had a food drop from them)

Apologies for the pings, but since this is time sensitive for correction I thought this merited it.
It looks like these new enemies (Toxic Tonic and Perilous Potion) didn't populate properly when they were loaded - they are missing Game Database entries and as best I can find they have not been assigned much in the way of loot - what little I can find that they are assigned (found by searching the pages of enemies that can drop NotN items on a per-item basis) is all as a Rare drop.
Edit to add: Not sure if all of the new mobs have issues in drop tables, as I've only seen these two mentioned with that oddity; all of them are missing from the Game Database, though, as reported here.

You were correct about the tonics, and they were missing their food, trinket, and powder drops! This should now be corrected.
