This is Akatosh, the first male dragon to be crowned King in the Council of Crowns. Akatosh is responsible for letting the Beastclans stay in the Hidden Valley and help make it three settlements: The Mountain Falls, Snow Top Village and the First Forest Glade. Akatosh restored the broken relationship between the Beastclans and the Sectonian Empire and was dubbed "King of Peace".
