Alright, a few things I've noted:
1. This does seem to be similar to the image that let us know the Gaolers were coming, so I do think that this is likely a new Ancient breed.
2. The piece of paper/carving here is almost definitely a music sheet - note the parallel lines, minims, and stylised treble clef. The Flight with the most connection to music in my memory is Wind? But if the treble clef's meant to be a Flight-specific thing, then it most closely resembles Fire or Plague.
3. Like @T0r mentioned, this could be what the 'something terrifying' (that someone's going to unearth in 'only a matter of time') that this Rockbreaker Ceremony's item was referring to.
4. I'm pretty sure that this is a piece of paper, it seems too thin to carve if it were rock, and the tears look more like something you'd find on paper. If that's the case, then considering the conditions it's shown in, it probably wouldn't last too long before decomposing entirely - whatever these dragons are, they may not have been gone for long (at least not as long as the Gaolers).
5. The text, to me, reads like the 'our' here were trusting someone else... and then betrayed or let down. If it's one of the deities, then they could be vengeful. These dragons may be gone for our own good.

Looks like a piece of treble clef music. The two notes that I can see would be E and G so I don’t think that the notes are a hint, but it’s in the key of Bb so who knows if that’s any hint.
