3. Maximum limit of one dragon per person, so a lot of people can have a fair shake at grabbing one
4. First come, first serve!

If you're in Arcane, I encourage you to post there instead! Arcanites are allowed two dragons instead of one, but only if they post in the thread over in the Flight specific forum!
