So whenever I go to a forum, I see a lot of people commenting and they have these banners at the bottom of their comments that either says something fancy or it's just a really rad picture. How do you get that?

You can change your signature by clicking on the arrow next to your name, then to Account Settings > Forum Signature. You can add images or text by clicking on Edit. ^^

You can use any kind of picture, as long as they fit (they shouldn't be more than 500 x 100 in pixel). ^^
You can make them yourself. And you can maybe check in the Creative Corner or Adoptable forums, to see if other users have free image that you can use. For example:

I don't think Paint is the best software to create images. <.<"
Personally, I use GIMP which is free and can do a lot of things. But I think it might be hard to use for inexperienced people (sorry, I don't want to be mean or anything, I don't know how I should say that D:).
Maybe there are tutorials or guide in the Art forums? I don't know, I never go there. Sorry that I can't help more. ._.
