There are a ton of skins in the game database, but many of them are not available for sale in the auction house. If you want a specific skin or accent, but you cannot find it for sale anywhere, is there any way to get it?

Depending on what you're looking for you may be able to get them from Spare Inventory Crate, coliseum or other players. Check the game database entry for what you want.
The Spare Inventory Crate contains most past elemental festival skins. More recent ones will be added in future months. Game Database lists these under "Site Skins."
Many coliseum critters drop skins in crates or just the skins themselves. It's a very rare drop so generally buying it in the AH is cheaper than trying to get it yourself unless it's very new or from Golem Workshop/Forbidden Portal. Game Database lists these under "Site Skins."
In general most will have to come from other players. They're listed in the Game Database as "Player Skins." This means that a player created the artwork, bought a blueprint and then had it printed. These tend to be expensive as blueprints are a gem only item and are rare as not many have a lot of prints.
