Can only a level 25 dragon train two lvl 1s? The highest trained dragon I own is level 12 and I have two lvl 1s with him and they're not gaining exp. How can I train quickly to exalt with my current trained dragons? Should I just buy a lvl 25?

Can only a level 25 dragon train two lvl 1s? The highest trained dragon I own is level 12 and I have two lvl 1s with him and they're not gaining exp. How can I train quickly to exalt with my current trained dragons? Should I just buy a lvl 25?

dragons will only gain experience if the level of the venue they are in is 5 or fewer levels below the level of the highest level dragon on the team.
to train quickly for exaltation, you will need a lv25 dragon statted for the Mire. anything else will simply be slower at best and completely inefficient at worst.
if you don't want to spend a lot of gems/treasure on a lv25 or you don't mind putting in the time and treasure to do things yourself, you can train up a trio of your own dragons starting at lv1 by following this guide:
