Every 5 minutes every section of the treasure MP has a chance to stock something. Every even hour the entire treasure MP empties for new stock. It's random what will stock if that section stocks but generally star rarity determines how often they stock (more stares = lower restock quantity and frequency).

I want to live in Theory. Everything works there.

Have you checked the Gem MP for Gene and Breed scrolls before buying an AH listing from me ending in 5g?
