The only way to level them is over the coliseum. So its bound to take quite a bit of time. If you allready have some level 25s its faster if you drag the new dragon along with two 25s to level them up. But that too needs a few days of long time grinding the coli.
If they are your first time leveled dragons or you really don't want to spend time in the coli you can pay another user to level them for you. That of course requires you to send them to that person so make sure its a player with a good reputation when choosing the leveling service.

Check out these guides for statting and stoning your dragons:
Culex
Kiena
Mallerin
Less optimal stats will slow leveling a little or a lot.

I want to live in Theory. Everything works there.
Have you checked the Gem MP for Gene and Breed scrolls before buying an AH listing from me ending in 5g?

It's also worth noting that you can stat some dragons to be able to train two fodder at once, which cuts down on your leveling time considerably, though finding a good starting battle can be a wee bit tricky.
Khiren here is statted for being able to level two fodder at once in the Ghostlight Ruins and uses Anticipate with Haste/Bolster/Eliminate/Rally to fight.

-and Ardirath is statted for leveling two dragons at once in the Mire. His stone selection isn't really any different from your standard glass cannon though.
