Is the new lair expansion giving away free expansion slots or are they selling them at a discounted price or are the giving you more slots for the same price and if so where is the offer on the site?

No, it just means that you can buy more lair space than you could before. No discounts (except the regular one for if your flight if dominating). Just go to the last page of your lair and click the red button that says "Expand Lair".
