Are there any active games like Flight Rising, Lio/Wolvden, or Furvilla out there? Emphasis on ACTIVE. I'm waiting on Paw Borough but would like to try something new in the meantime.

The Final Outpost is a bit different than what you might be interested in, it's more akin to games like Dragon Cave where you collect and breed a bunch of creatures who grow through clicks. I'll still recommend it though as it's a fun site! :]
There's also Pixel Cat's End, but it's in early access so it's only open during registration windows every so often and it'll probably be a while until the next one. :( It's an absolutely fantastic little site though, so if you don't mind waiting a bit I'd recommend keeping an eye on it and joining at the next registration window! :]

try icepets, theres a schmillion updates a month and an active userbase of like 12 people. it's awesome

The gameplay is a lot more passive (I'm not sure if you mean active as in the site still gets updates? It does get updates, but apologies if I read you wrong) since you send out your pets on searches called hoards, which often can take from a couple hours to a whole day. That may be a pro or con depending on your playstyle, but it usually works out good for me since I'm away a lot of the time from my devices ^^. It has an adventure mode you can play while your pets are or are not on hoards. There's a lot of other stuff like house decorating, gardening, and different creatures you can hatch and equip to your pets (kinda like Familiars on here).

Your pets automatically do and collect things every hour, but there's still plenty of things to do as you play. Plus, it uses actual scientific stuff too, like Maslow's Hierarchy of Needs to show what exactly your pets need at any given moment. It's kind of hard to explain for me. Sorry.
Update: Just remembered another one, a more active-play one called Voidpet. It's a bit similar to Pokémon in terms of gaining pets, but the game is based entirely on emotions, mental health and self-care. It's one of my personal favorites. I can't believe I forgot to mention this one-

Beastkeeper is a personal favorite! interesting breeding aspects (genetics are more complex than FR, but still easy enough to get a feel for imo), and you can send pets adventuring sort of akin to the Lioden system. lots of options for creatures to collect - gryphons, dragons, rocs, wolves, and symurghs, off the top of my head. i'm afraid its not very active in the userbase sense, but there's still a handful of events a year and plenty to do around the site, so could be worth looking into!
