Absolutely, for dogs and cats at least. The issue would be getting it to work as far as enforcement is concerned. A lot of people don't even get their dogs and cats vaccinated so I imagine it would be difficult to get those people to spay/neuter whether its the law or not. Some animals are also allergic to anesthetic and that would need to be taken into account. If it could be managed properly, though, I would be all for it.
