@IraBell, the rarity for Runes for Veilspun was updated on August 10th, along with the rest of the breeds. You may view the tests in this post, and I do have a test for Runes vs Sparkle for Veilspun.

Sounds like the breeding card generator may not have been updated, which is not unusual, especially since these updates can easily be missed. If you can, it might be worth contacting the player who created the breeding card generator and letting them know of the error.
