um, I may have messed up already, but what do you do when you are completing step one and you have a wrong block that doesn't have a block to the bottom right of it? I finish the first step and it looks like this every time.

Turns out, do both
I actually cleared this thing. All the other guides made no sense to me and I had tried several times to understand and just got frustrated. I have so little treasure so this will be so helpful once I get the hang of it.
Or maybe you do both, I don't know I'm still struggling.

I figured it out and did it twice. If your board looks wrong, you may need to repeat a step, also the last step isn't exact, you just need to be able to finish it.
