I can definitely see them scratching at dragons like harbor seals do to divers. Mischief but not malicious, maybe even helpful.
(Divers aren't allowed to touch the seals back, generally, and sometimes the seals are scratching at the divers because they think you're a silly baby who needs help getting rid of your weird baby fur.)
