So this is my second grinding session in the Woodland Path for these SOBs: [item=Delicate Bat Wing]
It's been hours and I have every familiar and multiples of various battle stones and a few specialty crates and literally not a single delicate bat wing. Am I grinding in the right place? Are they a super rare drop or is my luck just abysmal? I'm so confused.

You're in the right place, they're just insanely rare.
Drop rates were actually increased; you're now getting them at the increased drop rate. Always check the Game Database for info but in this case yes, you're in the right venue.
