Honestly, I think everybody is a villain in somebody else's story. The Beastclans are victims of the dragon expansion, but you cannot fault dragons for being upset over people they know getting killed by beast clans. The deities are...iffy. They *are* trying to protect the world-their world-from the Shade, but doing so by eradicating the native sentient life that sprung up during their negligence and engaging in endless war over territory is not a wise way to go about this.

The Arcanist though, he's a bad guy. He's caused at least one major extinction event, sparked the return of the Shade, and will probably be the reason this world dies.

Dragons are, uh, not the heroes in this scenario. [/quote] of course the dragons arent the heroes dragons are villians to beastclan and beastclan are villians to dragons, both want the other dead. theyre both villians, dependent on perspective.
