[item=lab coat] from Baldwin's Bubbling Brew might fit the bill if you don't have lightning festival stuff handy.
[item=lightning tome] is an obvious choice if you have the right Baldwin level as well.
Also anything glowy that's blue, such as [item=glowing blue clawtips]

The golem gauntlets do have a recolor. However as far as lightning-themed apparel, there's really only the steampunk sets. They're good, but I don't know if you'd want them for your dragon.
I find the Flourish gem sets to be sort of interesting accent pieces, that might work with a lightning theme.
There's also the sandwastes apparel.
