That rule is there for modern breeds so that all apparel can function on them. If they had less than the requisite number of arms/legs/wings etc, they wouldn't have space for some things. Since ancient breeds can't wear apparel, the rule can be thrown out. That's also why ancients can have such lineart-breaking terts, IIRC.
(Spirals can have multiple smaller wings because they're clearly not the main wings, therefore there aren't conflicts for apparel.)
