On the last page of your Apparel hoard should be a new item, the Emperor's New Clothes, a white dashed outline of a T-shirt on a pink-purple background. Click on it. A preview box will open up. When you close the preview box, you'll see the Cloak item sitting next to the Emperor's New Clothes item.
Apparently if you apply the Cloak to a dragon in original art mode (not HD mode), the dragon disappears. Any apparel it's wearing still shows up as floating whatever. :P It doesn't work on dragons in HD mode.
