This is Paracetamol. He works the clan's spiritual leader, who I'll get to later because he is a primal, as a healer and extortionist. Mostly as a funny over dramatic healer. His name is synonym for Tylenol [emoji=fae laughing size=1]

Oycipe is a spiritual leader and liaison between the Gladekeeper and Plaugebringer, as he is the grandson of my original plague representative. Being born into the role, he is often reluctant, but has very powerful magical abilities far beyond most dragons not truly blessed by a god. He can be easily overwhelmed, but he has a lot of friends to help him through anything!
