The outfit should work and have room for modification, you could really choose any of the Thundercrack Carnival fest items and put them on and it would look good, so whatever you have works! Also, below the actual outfit I included some skins and accents I found that you could like for Neo. The first one is site-made, so it would be easier to find and probably lots cheaper. The others are user-made-accents (UMA's), so they might be hard to find and expensive.
