He has a spinner toy with beads inside? It kind of looks like a more 3D version of a fidget spinner, round, smooth, and hollow, with beads in it and bells on each end. The sweetie used to try to scratch his head against that toy. Very slowly, I started to befriend him through scritches: moving the toy gently so that it scratched his head better, and then I slowly, without him really knowing, started sneaking my finger between the bars so I could scritch him instead of the toy.
Through that process, I got to be able to put my hand into the cage and scritch him that way.
After that, I started leaving his cage open so he could have free reign of my room. After that, my dad somehow managed to train him to fly first to a cooling rack (because it looked a lot like his cage), then his phone, and then his hand, and now Benji does it for everyone! Now, if I whistle, Benji will fly to my hand. You know, if he feels like it. :p
He's still a meanie most of the time, though. I can ONLY scratch his head and must never touch anywhere else on his body, or he'll get mad and bite me. (It doesn't really hurt TOO much, even when he's trying hard. Don't be scared! I was terrified at first, but when he did bite me for the first time, I was shocked by how little it hurt. When they're really mad, it can be a hard pinch, but still doesn't hurt as much as I thought it would.) And sometimes he bites randomly when I'm scratching his head, as gentle as I am. And both he and Quinn are super grumpy at night.
Quinn knows how to step up, but she's very reluctant to do so. I've tried to tame her, but she's very determined on running or flying away as soon as she gets the chance. :/
I suggest treats. Try to make it so you can provide your tiel something great that he can't get on his own. Slowly try to distract him with one thing in one hand, and then scritch his head with the other. Try to make him realize that you can be of service to him. X'D
