If you're looking to budget (or maybe even if you're not), I recommend checking out refurbished products. Both of the tablets I've purchased have been cheaper because they were factory refurbished, and I've never had problems with either one. I only bought a second one because I wanted more draw space. Wacom has refurbished products on their own site, and you can also find them on Amazon, ofc.
As for programs, I also recommend paint tool SAI. I use it for any linework and coloring I have to do.
