I've no idea of the rate but they drop pretty frequently, sometimes even 2 in the same combat (I often farm the Training Fields with one of my level 14s, I can do 5 or even 6 combats in 1 minute, even the rotten leather, when you accumulate 40 or 50 makes a difference).
