There's no minimum; as long as the bid is sensible (i.e. not +1g from the previous bidder), it'll be accepted, and I generally consider a 5-10%+ increase to be a good amount for a counter-offer (though as I said, it's not written in stone). I'm subscribed, so you only need to ping the person you outbid, but I don't mind if I'm also pinged :) I run a lot of auctions, I'm used to having dozens of notifications in my inbox :D
