He cannot fly, but wishes he was able and expresses this with his ability to manipulate clouds into wisps and artificial wings. Feel free to utilize artistic liberties with the nature of the cloud skin, I just ask the general positions of the clouds remain the same. Happy to answer any and all questions as well.
