It's really disappointing that we need animation effects enabled in windows itself to be able to see these effects, rather than being able to toggle that option in-game. I can't use windows animations effects in windows due to vision issues, but don't have an issue with the dragon effects themselves. An option to toggle whether FR animations rely on windows settings would go a long way toward more inclusive accessibility.
