I have have a sketch that I commissioned from someone awhile ago and I have the artist's permission to have it colored. I'd like a quote for getting this piece done. I understand that it's not polished lineart but was wondering if you color things like this as well, perhaps matching it's sketchy/softness.

For just the Colouring, I'd say
50kt.
If you want shading too it would be
110kt (Simple Shading)
200kt (Detailed Shading).

I could definitely try to match the textures; I have a few pencil/crayon texture brushes that should be similar enough. :3

That works for me. I'd be looking at shading for sure and can pay for simple or detailed, whichever you think would look best with the style/coloring. I'd also throw a some extra your way because I'm trying to get her accurately colored. (The last couple pieces I've gotten haven't been but I'm too anxious to ask anyone to redo anything)
