More than 80% of his body is made up of metal, wiring and augments. While being admirable to lightning dragons in theory, he's quite an intimidating sight to even the biggest of dragons. A representation of terror induced by lack of individuality, hopeless future of the dragon kind, neatly packaged as a easily reproducible and reliable cog in the machine.

They are many clones of him scattered throughout the Kyanos District. As far as Lieutenant knows, he is the original - with conscience and full control of the hivemind.

Some say he changed from flesh to machine because of being in close proximity to a reactor failure in Lightning Farms*, others speculate he voluntarily gave up his body for science. Whatever the reason is, he seems to have a close (work) relationship with Coulomb.

*that is somewhat true; used to be a pretty hardy worker; some day, a large deposit of magnetite appeared seemingly out of thin air near the Lightning Farms and the equipment went awry; most evacuated without notice - Lieu, unaware of the situation, stayed at his post and continued working as usual... until said equipment rendered his spine unusable. After the equipment was temporarily shut down for safety till removal of magnetite, he was found crawling towards the intercom center. Needless to say, Lieu was discharged from his position and given adequate compensation.
