Paper isn't nearly as hard to come by in Pinion as actual solid pieces of wood. There are few dragons who can get in and out of the city, and occasionally they will return with various pieces of writing. There is also Obsequies where some dragons have manged to farm plants that can be used for paper production, and he even has the options for cloth or parchment for larger projects. The sourcing of the necessary materials is something he has more than covered and secured during his time within this city.

Arlen is tasked with a number of things, book keeping for the upper rings, keep track of finances and such. As well as preserving or disposing of stories. The pits have their own mythologies, stories of their battles, of losses and wins. Deaths and glory. He has to ensure some are protected to face eternally, so that the champions remain in favor no matter what. Controlling the narrative so that others may never get to have their true stories leaked. That those who operate in secret will never be known by name, that those who live in myths never loose or die.

He basically controls the media of Pinion, simply by preening and updating his collection of publicly assessable knowledge so that the majority of Pinion only ever sees what they need to. Sending out flyers and putting up banners for events concerning the pits and the upper rings. Unfortunately, the deeper parts of Pinion are hard to keep track of, and those dragons are not swayed so easily towards the violence of the upper ring. He does keep some carefully curated libraries accessible to the deeper parts of the city, but they see little use beyond their actual function as a library.

While he has a strong grasp on the upper rings and the pits themselves, easily selling his advertisements to those already caught with the bloodshed. He isn't all that useful as a recruiter or for new blood within the pits, simply keeping those already familiar coming back.
