So something I like to do sometimes is look at a dragon's ancestral history for inspiration. In this case, the lair of his parents actually has a bunch of lore. And wow, I mean a lot.
Some notable parts:
* His parents are from a water/earth clan on an island not far from northern Dragonhome
* They're a self sufficient village with a large focus on weaving, pottery and mining
* The division the parents are a part of goes looking for minerals to make eggs for earthdad and normally grow up to become advisors for him. Seems like that's the way they're flavouring their fodder breeders.
So taking all that into account, something odd probably happened to this dragon that caused him to go all the way to a clan in the Windsweapt Plateau. Fortunately, there's a bit of overlap because the Singer's Brook is very watery and perhaps that reminds this guy a bit of home. Also, dusthides are (generally) very friendly so they probably fit right in with the wind flight. Plus, he looks very well travelled with the rags and the rope motif.
So I'd say combining this with your lore, maybe he arrived in your clan due to some interest in the abnormal nature in your lair - in the sense that the laws of nature don't quite seem to work the same way. Maybe he was sent by the Earthshaker to document/investigate? Maybe some circumstance forced him to. I like the idea that maybe he woke up one day and realised his whole clan was gone, and then realised he was in a parallel universe, and the only link/clue to his world is the reality bending weird stuff happening in your lair. So he has decided to join up in an attempt to get home. Or something like that.
